SUSPECTED AGGRESSIVE SMALL BOAT ACTIVITY HAS BEEN
NOTED IN 01-57S 044-27E AND 02-05S 044-29E AT
030850Z NOV. MATERIALS ON BOARD THE SKIFFS INDICATE
PERSONNEL ON BOARD ARE LOOKING TO ATTACK AND HIJACK
VESSELS IN THE AREA. ALL VESSELS TRANSITING IN OR
NEAR THESE WATERS ARE WARNED TO MAINTAIN A STRICT
24 HOUR WATCH TO INCLUDE IMPLEMENTATION OF
COUNTER-PIRACY MEASURES. IT IS IMPORTANT FOR ALL
VESSELS TO OPERATE AT MAX SPEED DURING TRANSIT IN
THIS AREA AS SPEED IS THE MOST EFFECTIVE
COUNTER-MEASURE IN DETERRING PIRATES
FROM BOARDING VESSELS.
