1. THE COAST GUARD CAPTAIN OF THE PORT GUAM ADVISES THAT TANAPAG HARBOR, SAIPAN AND THE PORTS OF TINIAN AND ROTA ARE CLOSED AND NOT SAFE HEAVY WEATHER HAVENS. CAPTAIN OF THE PORT REQUIRES THAT ALL VESSELS ADJUST COURSE AND SPEED TO EVADE HEAVY WEATHER AND NOT ARRIVE AT TINIAN, ROTA OR SAIPAN UNTIL TYPHOON SAOMAI PASSES. MARINERS SHOULD EXERCISE CAUTION AND MONITOR BROADCAST NOTICE TO MARINERS FOR STATUS ON AIDS TO NAVIGATION. 2. VESSELS NEEDING TO ENTER TANAPAG HARBOR OR THE PORT OF TINIAN MUST FIRST ATTAIN PERMISSION FROM THE CAPTAIN OF THE PORT GUAM ON VHF-FM CHANNEL 16. 3. CANCEL HYDROPAC 1315/00(19,97), SIGNAL CEASED.
