1. NATO EXERCISE NORTHERN LIGHT 99 WILL TAKE PLACE 13 THRU 25 SEP.
   NAVAL CONTROL OF SHIPPING (NCS) PROCEDURES WILL BE EXERCISED. AN
   NCS REGION WILL BE ESTABLISHED IN THE AREA BETWEEN 54-00N 40-00N
   AND 015-00W AND THE EUROPEAN COASTLINE. SHIPPING CONTROL POINTS
   (SCP) WILL BE LOCATED AT DOVER, BREST AND EL FERROL. ALL SHIPS
   OVER 2500 GRT APPROACHING OR SAILING WITHIN THE NCS REGION ARE
   INVITED TO CONTACT THE NATO SHIPPING CENTER BY:
   A. FREEPHONE: 44 1923 843574,
   B. FREEFAX: 44 1923843575, OR
   C. AS DIRECTED BY OWN NATIONAL SHIPPING AUTHORITY.
   THE NSC WILL THEN REQUEST INFORMATION IN ACCORDANCE WITH FORMAT
   ALFA. AN SCP MAY ALSO CONTACT MERCHANT VESSELS PASSING THROUGH
   THE REGION.
2. CANCEL THIS MSG 26 SEP.
