1. LOWER MISSISSIPPI RIVER IS CLOSED FROM MILE MARKER 304 TO THE SOUTHWEST PASS SEA BUOY. ANY NORTHBOUND TOWS IN THE PORT ALLEN ALTERNATE ROUTE THAT HAVE PASSED PORT ALLEN LOCK BY 12:00 P.M. ON SEPTEMBER 23, 2005, MAY CONTINUE WITH THEIR TRANSIT NORTHBOUND ON THE LOWER MISSISSIPPI RIVER. ALL FLEET TUGS AND HARBOR TUGS ARE PERMITTED TO TRANSIT ON THE LOWER MISSISSIPPI RIVER TO ASSIST VESSELS AND/OR MAINTAIN SECURITY. 2. CONTACT THE CAPTAIN OF THE PORT FOR UPDATED INFORMATION. 3. CANCEL NAVAREA 276/05.
