1. THE U.S. COAST GUARD HAS ESTABLISHED A SAFETY ZONE FROM THE
   SEA BUOY AT SOUTHWEST AND SOUTH PASS AT THE MOUTH OF THE
   MISSISSIPPI RIVER TO MILE MARKER 233 ABOVE HEAD OF PASSES.
2. DEEP DRAFT VESSELS MUST PROVIDE:
   A. NOTICE OF ARRIVAL.
   B. CREW LIST CONTAINING CREW MEMBERS NATIONALITY AND BILLET.
   C. CARGO MANIFEST.
3. MOVEMENTS WITHIN THIS ZONE MUST BE PRECEEDED BY NOTIFICATION
   TO U.S. COAST GUARD.
4. ROVING DECK SECURITY PATROL ARE REQUIRED FOR VESSELS CARRYING
   PETROLEUM PRODUCTS, CHEMICALS OR OTHER HAZARDOUS CARGOS WHILE
   AT ANCHOR.
5. MARINERS MAY CONTACT U.S. COAST GUARD ON VHF CHANNEL 16
   REGARDING THIS MSG.
