1. THE U.S. COAST GUARD HAS ESTABLISHED A SAFETY ZONE FOR THE
   PORTS OF HOUSTON, GALVESTON, FREEPORT, TEXAS CITY AND ALL
   SURROUNDING NAVIGABLE WATERWAYS.
2. WITHIN THESE AREAS ALL VESSELS OVER 1600 TONS, INCLUDING THOSE
   PARTICIPATING IN AMVER, SHALL REPORT LAST THREE PORTS OF CALL,
   OFFICIAL CREW LIST AND NOTICE OF ARRIVAL OR DEPARURE 24 OR MORE
   HOURS PRIOR TO MOVEMENT WITHIN THESE PORTS.
3. CHEMICAL TANKERS SHALL INCLUDE A STOWAGE PLAN PRIOR TO ARRIVAL
   OR DEPARTURE.
4. VESSELS CARRYING LIQUID HAZARDOUS GASSES SHALL HAVE A U.S. COAST
   GUARD ESCORT AND MAY ONLY CONDUCT DAYLIGHT MOVEMENTS.
5. ALL TANKSHIPS SHALL PROVIDE A CONTINUOUS ROVING DECK SECURITY
   PATROL WHILE AT ANCHOR.
6. MARINERS MAY CONTACT U.S. COAST GUARD MARINE SAFETY OFFICE,
   HOUSTON/GALVESTON ON VHF CHANNEL 16 OR COMM: 713 671 5100,
   REGARDING THIS MSG OR TO REPORT SUSPICOUS ACTIVITY.
