1. ALL DEEP DRAFT VESSELS GREATER THAN 300 TONS SHALL NOTIFY U.S. COAST GUARD CAPTAIN OF THE PORT OF PROVIDENCE PRIOR TO ARRIVAL AT ANY PORT OR ANCHORAGE BETWEEN MANOMET POINT MASSACHUSETTS, WATCH HILL RHODE ISLAND OR CAPE COD CANAL. 2. PASSENGER VESSELS SHALL FULLY IMPLEMENT THEIR SECURITY PLANS. 3. VESSELS CARRYING HAZARDOUS CARGOES SHALL BE TREATED AS HIGH RISK AND MUST UNDERGO A SAFETY ASSESSMENT PRIOR TO ENTRY. 4. MARINERS MAY CONTACT U.S. COAST GUARD ON VHF CHANNEL 16 REGARDING THIS MSG.
