   BY THE U.S. COAST GUARD CAPTAIN OF THE PORT.
2. VESSELS MAY BE BOARDED BY U.S. COAST GUARD.
3. MARINERS MAY CONTACT U.S. COAST GUARD ON VHF CHANNEL 16
   REGARDING THIS MSG.
