2. U.S. COAST GUARD CAPTAIN OF THE PORTS OF MIAMI AND
   PORT EVERGLADES WILL SUSPEND VESSEL MOVMENTS AS OF
   050300Z NOV WITHIN THE PORTS OF MIAMI AND PORT EVERGLADES.
3. NO VESSELS MAY ENTER OR TRANSIT WITHIN THESE PORTS
   WITHOUT THE PERMISSION OF THE CAPTAIN OF THE PORT.
