1. THE U.S. COAST GUARD HAS ESTABLISHED A SECURITY ZONE UNTIL
   182300Z SEP FROM THE ENTRANCE OF SAN FRANCISCO BAY SEAWARD 
   TO 12 MILES. ALL INBOUND DEEP DRAFT COMMERCIAL VESSELS ARE
   PROHIBITED FROM ENTERING, TRANSITING OR ANCHORING WITHIN THESE
   WATERS UNLESS AUTHORIZED BY THE CAPTAIN OF THE PORT OF
   SAN FRANCISCO.
