1. VESSELS INBOUND TO PHILADELPHIA MUST OBTAIN PERMISSION FROM THE
    U.S. COAST GUARD PRIOR TO ARRANGING FOR A PILOT AND/OR
    TRANSITING DELAWARE BAY AND C&D CANAL. 
2. MARINERS MAY CONTACT THE U.S. COAST GUARD ON VHF CHANNEL 16
   REGARDING THIS MSG.
