1. MARINERS ARE INFORMED THAT NEW MARITIME NAVIGATION
   REGULATIONS WERE ADOPTED TO REGULATE NAVIGATION
   OCCURRING IN WATERS UNDER FRENCH SOVEREIGNTY AND
   JURISDICTION BORDERING CLIPPERTON ISLAND
   (10-18N 109-13W) IN ORDER TO PREVENT POLLUTION
   AT SEA AND TO GUARANTEE THE SAFETY OF PERSONS AND
   PROPERTY.
