On July 17, while in Portsmouth Harbor, the ALGOMA VERITY reported an issue with fuel its ballast tank water. On closer inspection, with the US Coast Guard, is was determined that a fuel tanks and the ballast tank were communicating. On the 19th the ship was moved to Portland, ME because of better facilities. Issues around decanting remain. The NOAA SSC was brought in for these discussions. 2. THREAT: OIL. 3.
