   1. The Liberian tanker NOTOS, carrying 995,000 barrels of West African Takula crude oil, grounded in the northwest corner of the Big Stone Anchorage in Delaware Bay at midnight on March 9, 1989. At approximately 0200, a tug and barge began lightering oil from the NOTOS. USCG district 1.
