Early on the morning of December 26, 1988, the U.S. Coast Guard Captain of the Port of New York (COTPNY) was notified of heavy black oil in Gravesend Bay Anchorage. Subsequent Coast Guard helicopter overflights reported sheen heading out to sea, into Coney Island Creek, and in Lower New York Bay. The sheen was identified as Ekofisk crude oil. USCG district 1. 2.
