At approximately 0330 EST the tank barge OCEAN STATE ran hard aground on the shore of the East River at 36th Street on Manhattan Island, north of the Williamsberg Bridge and south of Newtown Creek. The barge is loaded with 80,000 barrels of gasoline and 90,000 barrels of #2 fuel oil. The vessel operator reports that both products are leaking. USCG district 1. 2.
