REPORTS THAT ALL NAVIGATIONAL LIGHTS ARE INOPERATIVE. LAST KNOWN POSITION IN 03-34.70N 175-42.54W AT 050001Z DEC. VESSELS IN VICINITY REQUESTED TO KEEP A SHARP LOOKOUT AND NAVIGATE WITH CAUTION. 2.
