SCM Organic Chemicals; Jacksonville, Florida. Jacksonville, Florida. 1. On February 24, 1986, an estimated 1,000 gallons of terpene waste products were spilled at SCM Organic Chemicals during a power failure which allowed the product to overflow a containment berm and saturate the ground surrounding the site.
