Truck Collision; San Leandro, California. San Leandro, California. 1. On November 5, 1987, a big rig tractor trailer and a passenger vehicle collided in San Leandro, California. Approximately 100 gallons of diesel fuel leaked from a broken cap on one of the tractor trailer's fuel tanks into a nearby storm drain, approximately .8 miles from a navigable waterway and approximately .2 miles from the San Lorenzo Creek.
