Braintree, Massachusetts.
1. On the afternoon of May 3, 1991, the 600-foot, Liberian-flagged tank vessel DELPHINA allegedly struck a submerged object while coming into the CITGO terminal in Braintree, Massachusetts. The grounding occurred in the Fore River Waterway, approximately 200 yards from the terminal releasing an estimated 4,000 gallons of #2 fuel oil into the waterway (48 hours later this figure was increased to 16,500 gallons). The U.S. Coast Guard (USCG) Marine Safety Office (MSO) Boston was notified of the incident at 1650, May 3, 1991. Terminal personnel responded immediately by booming the vessel and contacting Clean Harbors, Inc. as the cleanup contractor. The spiller took full responsibility for cleanup activities. USCG district 1.
