Owls Head Sewage Spill; Brooklyn, New York.

1. On February 16, 1992, the Owls Head Wastewater Treatment Plant in Bay Ridge, Brooklyn, New York spilled raw sewage into Upper New York Harbor. The spill was caused by a malfunction in the valve system. By early morning of February 17 the valve had been repaired. USCG district 1. Keyword: none.
