1. At 0200 on 15 February, 1995, the COTP NY was notified by the NYC Fire Depot. of a spill of 17,000 gallons (later reduced to 5,000 gal.) of number 1 oil originating from a NYC Transit Authority bus depot in Staten Island, NY. An unknown amount of oil was released into the Richmond Creek, a tributary to the Fresh Kills and Arthur Kill. The weather was winds 20 to 25 knots and air temperature 32 degrees F. Areas of open water (not covered by ice) on Richmond Cr. contained oil approximately one quarter inch thick with an unknown amount under the ice. Clean-up contractor placed containment and defection boom in areas of open water on Richmond Cr. and Fresh Kills in case product reached those areas. Benzene tests in drainage system produced negative results. Duration of response was approximately two weeks. USCG district 1.
