1. On the morning of November 12, 1997, the C/V Ned Lloyd Delft transiting from Portsmouth Marine Terminal to Lynnhaven Anchorage in Chesapeake Bay reported leaking #6 fuel oil. At 0915 Eastern Standard Time (EST), the vessel anchored at the Lynnhaven Anchorage. It was not known how much product was lost or if the vessel was still leaking. The initial investigation suggested that the #6 fuel oil leaked from a crack between a fuel tank and the bunker tanks on the Ned Lloyd Delft.
