Unused Medical Waste; Duck, North Carolina. Duck, North Carolina. 1. On August 6, 1998, USCG MSO Hampton Roads received reports of unused, expired plastic medical materials washing ashore on the beaches of North Carolina. The plastic materials included syringes, pill cases, I/V bags, and trauma dressings. Almost all the materials had had their markings removed. USCG district 5. Keyword: none. 2.
