SEASPAN Log spill; Cape Spencer, AK. Cape Spencer, AK. 1. On 15FEB99 NOAA Hazmat was notified that the barge SEASPAN RIGGER had lost 20 to 40 bundles of logs 35 miles west of Cape Spencer, AK.
