1. At 2330 hour on Monday, August 15, SSC received notification from USCG Sector Baltimore about an 8-9 mile long oil sheen being reported in the Anacostia River. Preliminary information reports heaviest concentration between 11th Street Bridge and New York Avenue Bridge. Washington Fire Dept on-scene. Product type, source, and amount unknown at this time. USCG Pollution Investigation Team on-scene. NPF opened. Aerial overflight scheduled at first light. SSC waiting for additional information from USCG. Incident is being followed by local media according to USCG.
2. THREAT: OIL. COMMODITY: UNKNOWN OIL. MAXIMUM POTENTIAL RELEASE: 1000 GALLONS.
