1. At 1800 PDT on 16 Oct 2013, USCG contacted NOAA Emergency Response Division about a mystery sheen reported at 1630 PDT. The description was 1 mile by 100 yards with patches of black and brown oil.
2. THREAT: OIL. COMMODITY: OIL. TAGS: MYSTERY SUBSTANCE.
