Storm Drain Spill; MSO Baltimore, MD. MSO Baltimore, MD. 1. Storm drain with underground leakage on a hill - 10" perforated drain. Leek is 50% water and 50% other substance that looks smells and feels like diesel or kerosene. Tests out to flash point of 212F. Wondered if it could be diesel or kerosene. 2. THREAT: OIL. 3.
