1. During the early summer of 2021 Shell Refinery located near Anacortes, Washington has had 4 unknown mystery sheens to date that develop during product transfer operations from deep draft vessels to the refinery. Shell has reported each of the incidents to the USCG. NOAA's assistance has been requested to identify the mystery substance.
2. THREAT: OTHER. COMMODITY: UNKNOWN.
