Alameda, California.
1. On August 4, 1986, the U.S. Coast Guard Marine Safety Office (MSO), Captain of the Port Alameda, was notified that the U.S.S. Mars had released approximately 3,000 gallons of fuel oil during a pressure testing exercise of a pipeline near the wharf area of the Oakland Naval Supply Depot. The majority of the fuel oil was contained around the pier on a flood tide. The U.S. Navy took full financial responsibility for the incident. The U.S. Coast Guard was called on to investigate the incident, monitor the cleanup, and discuss pipeline pressure testing procedures to preclude any further releases of fuel oil. USCG district 11.
