Puget Island; Columbia River, Oregon. Columbia River, Oregon. 1. On October 7, 1988, the U.S. Coast Guard Marine Safety Office (MSO), Portland, Oregon, received a report of an oil spill between miles 35 and 40 on the Columbia River near Puget Island. A Coast Guard Air Station Astoria overflight confirmed a heavy, dark slick covering half of the southern channel of the river adjacent to Puget Island. USCG district 13. 2. COMMODITY: OIL. 3.
