E-25 BARGE; Constable Hook, NY/NJ.

1. An estimated 60,000 to 70,000 gallons of #6 oil was spilled sometime between midnight and 0400 today (2/28/90). The spill location is a pier at Constable Hook (New York/New Jersey area). Constable Hook is located where Kill Van Kull runs into Upper Bay. The spill resulted from overfilling the barge as it was being loaded. No further spillage of oil is expected. The owner of the barge is Ekloff Marine. It is not known if the owner has assumed responsibility for the incident. Ed Levine observed the spill area on a morning overflight today. USCG district 1.
2. COMMODITY: #6 OIL. MAXIMUM POTENTIAL RELEASE: 70000 GALLONS.
