1. On March 1 at 2115, a release of about 115 bbl (about 5000 gallons) of crude oil occured from a Texaco barge offloading at the Exxon Bayway Transfer Facility in Arthur Kill. A manipulator arm connection uncoupled upon pressurization of the line. Only part of the oil entered the water, the remainder being trapped in an oil recovery system. As of the afternoon of March 2, 3500 gallons had been recovered. Because of an earlier spill in the vicinity (E-25 BARGE, Hotline incident 28), boom and other equipment were already in the area and were rapidly put in service. There is some sheen in the water, but all of the spilled oil was contained. About 4 miles of boom are now deployed in the area, 8000 feet of which were deployed for this incident. Exxon has assumed responsibility. SSC Ed Levine was on-scene between 1030 and 1300 today. USCG district 1.
