Chalmette Refinery Hydrofluoric Acid Incident; Chalmette, LA. Chalmette, LA. 1. At 9:58 PM (local time) on 14 July 2009, the regional NOAA Scientific Support Coordinator (SSC) was contacted by USCG Sector New Orleans relative to a Hydrofluoric Acid incident at the Chalmette Refinery. The cause of the incident was an equipment failure. Apparently, acid used in the refinery process that was entering into a heat exchanger and associated cooling water. The effluent water was being discharged into the Mississippi River. 2. THREAT: CHEMICAL. COMMODITY: HYDROFLUORIC ACID. 3. POSITION 29.931N 089.976W.
