Union Pacific Used Oil Discharge - Willamette River; 1619 N River St, Portland, OR. 1619 N River St, Portland, OR. 1. On January 23, 2018, the USCG contacted NOAA regarding a release of approximately 3,000 gallons of used oil into a storm drain connected to the Willamette River, Portland, Oregon. The area surrounding the outfall had been fortuitously boomed prior to the spill to contain asbestos from a nearby burned structure (River Street Warehouse). Recovery of the contained product is underway. Response officials are seeking approval, constraints, or disapproval of using hot water washing of near-river surfaces at the outfall area. 2.
