“The federal lead for this incident was passed to the U.S. EPA. The USCG maintained an oversight role. The neutralization process was not as effective as hoped, but the facility was able to transfer the remaining product to rail cars to mitigate the source of emissions. No additional support was requested.” Current outcome is not independently verified by seahazards.[3]

Source report excerpt: “The regional NOAA Scientific Support Coordinator (SSC) was notified of a chemical release from the Dow facility in Hahnville LA on the morning of 7 July 2009. The SSC initially provided verbal consultation to the USCG with respect to the chemical and potential threats to river traffic. The reported release was of Ethyl Acrylate from a failed tank. Odors from the incident were detected many miles away. The SSC departed his home to meet the USCG Sector Commander at DOW, but before arriving was notified that the Captain, and his Incident Management Staff, was returning to the sector office.
