Cold Springs Harbor Barge; Arthur Kill, NY/NJ. Arthur Kill, NY/NJ. 1. At about 1955 EST the barge Cold Spring Harbor was holed and released approximately 40,000 gallons of #2 fuel oil. It is reported that a significant amount of the oil has been boomed. The location is in the southern section of Arthur Kill about 2.5 miles from Raritan Bay. This is at Motiva C1 dock in New Jersey. 2. THREAT: OIL. COMMODITY: #2 FUEL OIL. MAXIMUM POTENTIAL RELEASE: 99000 GALLONS. TAGS: COLLISION. 3. POSITION 40.541N 074.255W.
