Kirby Barge, HCL Vapor; ICW West of Intracostal City, LA. ICW West of Intracostal City, LA. 1. On the morning of July 4th (Independence Day), the NOAA HAZMAT Duty Officer was notified by the USCG of a release of hydrochloric acid vapor from a barge. The location is reported 2.5 miles W of Intracoastal City, LA in the ICW. The cause of the release is vapor escaping from a “damaged bladder.” 2. THREAT: CHEMICAL.
