The USCG reported an overflow spillage on the deck of an estimated 15 bbls of fuel oil. The spill occurred during bulk offloading of granular urea using a clamshell bucket. Loose urea was spilled and mixed with the fuel oil on deck. The USCG was initially concerned that the two products were incompatible or would create a secondary hazard. The discharge was caused by improper soundings of the crew. The bunker barge calculated the ship was over filled by 15bbls, of that we estimated 10bbls stayed on deck and 5bbls went overboard. One of the first concerns that the PI team, USES, and LADEQ had was the fact that the oil was mixed with White Granular Urea. Urea is mostly Ammonia and is used in fertilizer.
