   02-53-24N 036-23-18W AT 242245Z FEB. VESSELS IN
   VICINITY REQUESTED TO KEEP A SHARP LOOKOUT, ASSIST
   IF POSSIBLE. REPORTS TO ANY COASTAL RADIO STATION.
