SOUTH CHINA SEA. MALAYSIA. TUG WINSTAR PEACE AND BARGE QSA 3303 UNREPORTED VICINITY 03-00N 104-00E. VESSELS IN VICINITY REQUESTED TO KEEP A SHARP LOOKOUT, ASSIST IF POSSIBLE.
