WESTERN NORTH ATLANTIC. EASTERN CARIBBEAN SEA. DNC 14, DNC 16. RED FLARE SIGHTED IN 17-08.4N 060-29.66W. VESSELS IN VICINITY REQUESTED TO KEEP A SHARP LOOKOUT, ASSIST IF POSSIBLE.
