1. ALL SHIPPERS TRANSPORTING CARGO TO IRAQI
   PORTS ARE REMINDED THAT HYDROPAC 205/2002
   AND 206/2002 REMAIN IN EFFECT. THESE
   REGULATIONS WILL REMAIN IN FORCE FOR THE
   FORESEEABLE FUTURE AND UNTIL FURTHER NOTICE,
   INCLUDING TO AND BEYOND 30 JUNE 2004 AND
   TRANSITION OF CONTROL TO THE IRAQI GOVERNMENT.
2. OUR BOARDING TEAMS HAVE NOTED A RECENT
   INCREASE IN THE NUMBER OF SHIPS NOT CONFORMING
   WITH THE HYDROPAC REGULATIONS, PARTICULARLY
   THOSE REQUIRING UNHINDERED ACCESS TO CARGO
   FOR AT-SEA INSPECTION PURPOSES. THIS TREND
   HAS BEEN ESPECIALLY NOTICEABLE AMONG
   ROLL-ON/ROLL-OFF CARGO SHIPS TRANSPORTING
   USED VEHICLES.
3. IN ACCORDANCE WITH UNITED NATIONS SECURITY
   COUNCIL RESOLUTION 1546, AT THE REQUEST OF
   THE INCOMING INTERIM GOVERNMENT OF IRAQ, THE
   MULTINATIONAL FORCE SHALL HAVE THE AUTHORITY
   TO TAKE ALL NECESSARY MEASURES TO CONTRIBUTE
   TO THE MAINTENANCE OF SECURITY AND STABILITY
   IN IRAQ.  ACCORDINGLY, SHIPPERS ARE FURTHER
   REMINDED THAT VESSELS NOT IN CONFORMANCE WILL
   BE DENIED ENTRY TO IRAQI WATERS OR PORTS UNTIL
   CARGO HAS BEEN STOWED IN ACCORDANCE WITH HYDROPAC
   REGULATIONS.
