WESTERN NORTH PACIFIC. PHILIPPINE SEA. DNC 12. 31 METER F/V OTORI MARU NR 28 DISABLED AND ADRIFT DUE TO ENGINE FAILURE IN 23-34.8N 139-52.1E AT 172324Z APR. VESSELS IN VICINITY REQUESTED TO KEEP A SHARP LOOKOUT, ASSIST IF POSSIBLE. REPORTS TO ANY COASTAL RADIO STATION.
