SOUTH CHINA SEA. VIETNAM. DNC 03. F/V BD 96776 TS, 11 PERSONS ON BOARD, DISABLED AND AGROUND IN 10-06.3N 106-54.3E AT 051430Z JUL. VESSELS IN VICINITY REQUESTED TO KEEP A SHARP LOOKOUT, ASSIST IF POSSIBLE. REPORTS TO ANY COASTAL RADIO STATION.
