SOUTH CHINA SEA. VIETNAM. DNC 11. DISTRESS SIGNAL RECEIVED FROM M/V CAPE FERROL IN 09-35N 108-40E AT 041901Z OCT. VESSELS IN VICINITY REQUESTED TO KEEP A SHARP LOOKOUT, ASSIST IF POSSIBLE.
