SOUTH CHINA SEA. DNC 23. F/V PY 91049 TS DISABLED AND FLOODING IN 19-10N 119-25E AT 240025Z DEC. VESSELS IN VICINITY REQUESTED TO KEEP A SHARP LOOKOUT, ASSIST IF POSSIBLE. REPORTS TO MRCC HONG KONG.
