WESTERN INDIAN OCEAN. MADAGASCAR-EAST COAST. PIRACY. PREVIOUSLY HIJACKED F/V SHIH FU NO 1 CONDUCTING MOTHERSHIP OPERATIONS IN 17-32.42S 052-38.27E AT 262155Z DEC.
