WESTERN INDIAN OCEAN. MADAGASCAR-NORTHEAST COAST. PIRACY. 1. PREVIOUSLY HIJACKED F/V SHIH FU NO 1 CONDUCTING MOTHERSHIP OPERATIONS IN 13-31S 052-20E AT 282128Z DEC. VESSELS ARE ADVISED TO KEEP 100 MILES CLEAR OF THIS POSITION AND TO EXERCISE EXTREME CAUTION.
