WESTERN NORTH PACIFIC. PHILIPPINES SEA. M/V VINALINES QUEEN, 23 PERSONS ON BOARD, DISABLED AND ADRIFT IN 20-00.00N 123-48.94E AT 250001Z DEC. VESSELS IN VICINITY REQUESTED TO KEEP A SHARP LOOKOUT, ASSIST IF POSSIBLE. REPORTS TO MRCC VIETNAM.
